New clerk and responsible financial officer required

Pailton is looking for a new Clerk & Responsible Financial Officer

Our clerk, who has supported us enthusiastically through a challenging period for the council, is leaving and we are now looking for a replacement for her. Although Pailton is a small community, we are an ambitious council as we work together towards the restoration of the historic White Lion into a community hub, with a £2m+ grant from the National Lottery Heritage Fund and the development in 2025 of a Neighbourhood Plan. This is in addition to all the regular parish duties.

The suitable candidate will therefore need a real depth of experience with the all the usual tasks necessary to support the council. This to include the usual tasks of arranging agendas, attending and minuting the meetings; responding to planning applications on behalf of the council; managing and updating the council website and responding to all requests for information or help. The clerk is also expected to write a short monthly report on council activities for Round the Revel; contribute to policy debates and keep the Council's policy registered updated.

The financial (and governance) elements of the role include keeping accurate and timely financial records; making payments; dealing with PAYE and VAT; presenting detailed financial updates to the council and, submission of the AGAR to the internal and external auditors.

In addition, the clerk needs to record and provide regular financial information on aspects of the White Lion Project so that the disciplined approvals and governance requirements are met at all times. The actual day to day running of the project is undertaken through the Pailton Village CIC in line with Parish Council financial regulations.

Our current clerk, working from home with laptop and software provided by the Council, is paid for 26 hours a month and is currently on the national scale point 20, equivalent to £15 an hour, however an enhancement for a well-qualified candidate will be considered. The candidate can be assured of a positive and helpful handover from the clerk and all councillors.
